There needs to be a way to separate reports out into actual folder like structures not just tagging/adding them to categories. In a multi-tenancy environment if you have 2 or more users creating reports and they cannot see what reports exist, you have a user, (say user A), create a report and gives it a name say Annual YTD Balances. Now you have user B, who can't see what user a created, but also tries to give the report the same exact name, you get an error. This is a major issue if you have users with roles that can't see other reports and they try and create a report. Categories should really work like folders allowing segregation. This is easily handled in SSRS.
